Winter Security

With the arrival of the darker evenings the opportunity for burglars to act under the cover of darkness increases.  This should be a signal to us to increase our efforts to take measures to secure our homes and look out for each other in the community.

The Gardaí have produced a winter security infographic which is available on our website here.

Some of the key facts from this include:

  1. In Winter burglaries increase by 25%
  2. 40% of winter burglaries occur between 5pm and 11pm
  3. 20% of burglaries – entry is gained through an unsecured door or window.
  4. Jewellery and cash are the most common items stolen
  5. Despite the warnings there were still over 200 cases last year where car keys were ‘fished’ out through letterboxes

So – what can we do to help ourselves?  top 5 tips from the Gardaí:

  1. Secure all doors and windows
  2. Light up your home with timer switches when out.
  3. Store keys away from windows and letterboxes.
  4. Don’t keep large amounts of cash at home.
  5. Use your alarm – even when you are at home.

I would like to thank all those who contributed to the very successful golf and social evening in Westmanstown on September 18th.   In the end we had 33 playing golf and over 50 for the social part of the evening.     Particular thanks to the organizers and to those who generously sponsored prizes.      It is likely that we will look to do something again next year and we are very open to suggestions on how we can improve this for everyone.

On a more serious note I would like to add our expression of condolences to the family, friends and colleagues of Garda Anthony Golden who lost his life so tragically in the last week as he looked to support members of his community.

Home security assessment – 9th September

We have arranged to have two local locksmiths visit our neighbourhood watch area next Wednesday evening – 9th September.    Brian Molloy from D15 Locksmiths and Harry Lacey from Lacey Locksmiths will be in the area from 6pm to 9pm and they will be available to visit individual households to carry out a brief security assessment.   Locked house

The assessment will take approximately 10 minutes for each household that registers an interest and will provide some insights into potential areas of security vulnerability and the recommended options to remedy this vulnerability.  There will be no cost for the assessment and there is no obligation to make a purchase.

Both have agreed to offer a 10% discount from their normal rates to householders that get them to do some work following the assessment.   They understand that the longer term opportunity to build a productive relationship with the neighbourhood watch group is contingent on them providing value and not engaging in a hard sell to householders.  I am confident that they will respect this but would ask anyone who has an issue to let us know.

Because we will only be able to accommodate a limited number of households on the night we ask that you register your interest by contacting us at info@pineshadleigh.com.

We will allocate the places on a fist come first served basis and will try to provide a narrower time window once we see how many are interested.   We If we are unable to cater for all households that are interested on the 9th we can arrange a follow up on another occasion.

Pines & Hadleigh Golf Outing

At times there is a risk that our communications may come across as grim warnings, interspersed with bad news.     I am happy on this occasion not to be reporting either thanks to some neighbours who have taken the initiative to organise a golf outing for residents of the Pines and Hadleigh.

Liam Delaney, Noel O’Reilly and Cathal O’Reilly have volunteered to organise a Pines / Hadleigh Scramble in Westmanstown Golf Club on Friday September 18th.    They have provisionally booked tee times from 1.30pm to 3pm and we are currently looking to get details of those who would be interested in playing on the day.

It is open to ladies and gentlemen and the cost for the golf will be €20 per person (includes green fees and a modest contribution towards prizes) – or €5 for residents who are also members of Westmanstown.

If you would like to invite a guest that would also be fine. There will be some food after the golf in Westmanstown (probably around 7.30pm) and non golfers are very welcome to join at this stage.   We are working with the caterers there on some simple food options which should come at less than €15 per person. If you are interested in playing on the day or just joining for food and a drink afterwards I would ask you to send an email to social@pineshadleigh.com which we will route directly to Liam, Noel and Cathal.

Alternatively you can contact Liam, Noel, Cathal or myself directly and we will capture your details.   We are not looking for money at this stage but please indicate whether you would be interested in the golf or joining for food afterwards.   For the golfers please include the names of each player, their club or society handicap and home club on the email.

Thanks to Liam, Noel and Cathal for taking this initiative.    The development of community spirit is an important part of neighbourhood watch and if there are other suggestions on how we can improve this, we are very open to hearing your ideas.

Holiday time – couple of reminders!

Over the coming months many of us will pack our bags for a well earned break.   As such itSummer Holidays is timely to remind us of some steps that we can all take to improve the security of our homes and property during this holiday period.

For those travelling:

  • Have a friend, relative or trusted neighbour visit your property while you are away to remove post or visible signs that your property is vacant.
  • An Post have a mail minder service where they can hold your post if required for a fee but they require a notice period to activate.
  • Inform trusted neighbours that you will be away and make sure that they know who they can call if your alarm is activated.
  • Cut grass before you leave and make sure bins are not left out for extended periods.
  • If bringing your car, consider inviting a neighbour to use your driveway while you are away.

For those at home:

  • Pay additional attention to unusual vehicles and visitors to your road.
  • Be alert to alarm activations:
    • Take the time to investigate while maintaining your own safety and being conscious of your neighbour’s privacy.
    • Contact the nominated key holder (if known) or check with other neighbours.
  • Summer time frequently sees a higher level of contractors in the area – garden landscaping, gutters and other services.   Be alert for bogus callers and do not engage with contractors that are unknown to you unless recommended by someone that you trust.
  • If you see something suspicious contact the Gardaí in Blanchardstown on 01 6667000 and inform your neighbourhood watch street coordinator.

Neighbourhood Watch Communications

Thank you to all of the households that have completed antenna_tower_800_clr_1851your contact request forms and provided them back to your street coordinators. Having email and mobile phone numbers available for households provides us with a number of ways to communicate and keep you up to date as requested at the last AGM.

We are now also pleased to launch this simple website for the group. In the short term we will use a combination of email and the website to keep you up to date and we are in the process of working on a text alert facility which we hope to launch with your support in the coming months.

The website contains some information about contact details, security tips and a blog type of format that we will use to provide occasional updates to you all.    These updates will include additional security considerations, event details and notifications in relation to criminal suspicious activity in the area.   We rely on your inputs to keep us informed so please keep in contact with your street coordinators and advise them of any issues of concern.

There is a comments feature that will allow users to post comments back to posts on the site and a subscription option to allow you to receive automatic alerts by email when a new post or comment is received. We have built a workflow that will have someone manually review and approve comments before they are posted on the site so there may be a slight delay before comments on posts appear. Inappropriate or abusive comments will not be approved and we would ask that take care if commenting not to provide details which potentially identify individuals, car registrations or make other comments about items such as race or nationality. In most cases common sense should be a good guide and I trust that you will support us in applying our judgement in these matters.

There are links on the side to the Garda website, to an external site called ‘fix my street’ which can be used to report issues such as broken street lights to Fingal (although we have not used this ourselves to date) and also to a similar site that is maintained by the Riverwood Residents Association. In the future we hope to share other information on the site and we welcome your suggestions via the ‘Contact us’ section of the site.

Area Meeting with Gardaí

Opening
The quarterly meeting of the Gardai and Castleknock/Carpenterstown Neighbourhood Watch Groups was held at 8pm on Thursday 23 April 2015 in Blanchardstown Garda blanchardstown-garda-stationStation.
Present

  • Inspector Anthony Twomey, Sergeant Nicola Brady, Community Garda Mickey McCoy and Garda Ollie O’Reilly.
  • Representatives from Pines and Hadleigh, Laurel Lodge, Luttrellstown, Mulberry, Park Avenue, Riverwood and The Beeches.

Issues Discussed
Inspector Twomey opened the meeting by providing some insight into levels of crime in the area since the last meeting which had taken place in early February.    As the figures discussed were unofficial we are not in a position to publish them here but some of the highlights were as follows:

Overall the levels of crime in the Castleknock / Carpenterstown area are relatively low compared to the overall Blanchardstown Garda district.    This is particularly the case in relation to crimes involving the use or threatened use of violence, criminal damage, public order offences and drugs.

The key focus for ourselves need to be in the area of burglary and within that statistic the theft of motor vehicles.   This is the one area where Castleknock / Carpenterstown has what seems like a greater share of the activity.
Home Security
Many of the robberies are targeting vehicles, so it is important not to leave keys on view or anywhere that they are accessible from the hall door mailbox. Fishing rods with strong industrial magnets are being used to fish keys from hall tables and even coat pockets. There are devices which can be bought to prevent letterboxes from being opened sufficiently to allow fishing rods to be used, but they still allow post to drop through.

Other crime tends to be opportunist, so it is important to remember:

  • The importance of locking all windows and doors, including car doors
  • To turn on alarms even when in the house. Also to get alarms serviced, as sensors and other parts of the alarm can cease to work over time.
  • In late winter, most crimes occur in the evening, but this moves to the night or early morning during spring/summer.

Garda Resources
Inspector Twomey confirmed that they are expecting five new recruits from Templemore in the next fortnight.

Anti-social Behaviour
Many of the watch groups reported incidents of anti social behavior including, but not limited to loitering, gathering on greenbelts and in tennis courts, playing loud music and public drinking.
The Gardai advised that it cannot be assumed that these individuals are engaging in unlawful behaviour. If they are, this will be dealt with in the first instance under civil law, by issuing an Anti Social Behaviour Order (ASBO) to the child and its parent, or if over 18, to the person only.
Where two or more ASBOs are issued without success, the individuals can be prosecuted under criminal law.
The guards advised residents to report these issues, but cautioned against getting involved directly or recording the incidents.
During the summer months where Gardaí will target hotspots, including, parks and green areas, using bikes and cars.
Underage Drinking and Drugs
Regular surveillance of off licences is undertaken, including blind purchase tests to establish whether off licences are breaching the regulations.

Although the crime statistics do not highlight significant volumes of Drug offences in our area, Inspector Twomey said that in better off areas these crimes can be under-reported.

CCTV

There was a brief discussion around installing CCTV.   There is a need to post a sign where CCTV is installed.   CCTV should not cover areas outside of your property for privacy reasons.

General view that is cost prohibitive and there are legislative and maintenance issues arising.   Also, quality must be excellent for it to be beneficial in securing a conviction, which it is generally not.

Text Alert

Some of the groups have adopted text alert.  The Park Avenue representative explained that they get an average of one to two texts a week and they find it very beneficial.  It increases awareness of the importance of security and encourages people to remain vigilant.

Impression from Inspector Twomey that the Gardaí saw it as a very useful communication tool.

Detection

It was acknowledged that detection rates are disappointing.   To secure a conviction Gardaí often need to catch people in the act as fingerprints are rarely left at the scene.

Bogus tradesmen

General advice is  not to engage with unknown tradesmen who call to the door to clean gutters or clear trees etc.    There are a number of instances where they have used this to gain entry into a house or examine it for future purposes.  There are other instances where these tradesmen start a job and then look for large amounts of money to fix ‘problems’ that they find.

Garda Ollie O’Reilly noted that Age Action have published a leaflet advising those over 65 that there are professionals which have been garda vetted, available to undertake small jobs in the home.  See https://www.ageaction.ie/care-and-repair/about-care-and-repair for more details.

AGM Follow up

The AGM of our neighbourhood watch scheme was held upstairs in Myos on March 24thNW Logo

It was well attended from the area and Garda Ollie O’Reilly was there representing An Garda Siochána.

A number of suggestions were made during the meeting on areas that we could look to improve the effectiveness of our scheme.

  • Improved communication with An Garda Siochána

We have agreed on quarterly meeting between our street coordinators and a representative from our community policing team in Blanchardstown. We will also take part in a quarterly forum with other neighbourhood watch groups in the Dublin 15 area.

  • Improved communication amongst ourselves

We would like to leverage some simple technology to help improve this flow and we are looking at three ways to do this:

    1. A simple website for the neighbourhood watch with email alerts
    2. Direct e-mail communication with households.
    3. Text alert.   There is a Community Text alert scheme that allows for direct text alerts from the Gardaí.   Texts are routed through approved commercial providers and there is a cost that would need to be funded.   In the coming months we will come back with a recommendation for our own scheme.

Street coordinators, area coordinator and community policing team     

We have been well served by an able team of street coordinators and by Liam Delaney who has acted as area coordinator since the launch of our scheme in 2010.   Liam announced that he was stepping down as area coordinator and Lorcan Sheehan was appointed in his place.  Street coordinators were also nominated and these are listed in our contacts page.

Our community policing team based in Blanchardstwn include Garda Ollie O’Reilly, Garda Michael McCoy and Sergeant Nicola Brady.   They have been very supportive of our needs to date and we look forward to building on that relationship.

  • Neighbourhood watch events 

In addition to the AGM we would also like to plan on one or two additional meetings as updates for households each year.   We have an offer from the Garda Crime Prevention officer to give a talk but we are open to other suggestions on what you would find useful.

  • Funding for the neighbourhood watch

Our neighbourhood watch has operated for the last number of years without formal funding.   Incidental expenses have been met by the volunteers and their understanding employers.

At the AGM, the need for a budget for the neighbourhood watch was discussed and people were generally in favour of same.   We will continue to manage expenses carefully but items such as text alert, website and other communications will probably require us to consider a modest contribution (most likely less than €5 per annum) from households in the future.

The meeting was concluded and the area coordinator committed to providing updates to all households in the coming months
